DILG-CO bags ISO certification

The Department of the Interior and Local Government – Central Office (DILG-CO) bagged the ISO Certification 9001:2008 after it successfully passed the Stage I audit held on June 29, 2016 and the Stage II audit carried out on August 11-12, 2016 by the third party auditors from AJA Registrars. The announcement was made on Friday (Aug. 12) by AJA Registrars led by its Audit Team Leader Mr. Gilmore Rivera during the closing meeting of the Stage II audit of DILG-CO’s Quality Management System (QMS) held at the DILG Central Office in Quezon City. The DILG-CO was recommended for certification with no Corrective Action Requests (CARs) or zero nonconformity raised. DILG Asst. Secretary Ester A. Aldana, the DILG-CO’s Deputy Quality Management Representative (QMR) said all the enrolled QMS processes and procedures were completely documented and implemented and successfully passed the ISO certification audits. The recommendation covered the DILG-CO’s 52 QMS enrolled processes composed of 10 core processes, 27 support processes, 3 management processes, 10 measurement, analysis and improvement processes, and 2 documents and records control procedures. “We prepared for the ISO certification for almost one and half year (1 1/2) year. It wasn’t easy with all the documentations and implementation requirements. Yes, we did it. We are now recommended for ISO Certification. Congratulations to all!” said Aldana. She said the top management’s commitment to quality policy paved the way for the DILG-CO’s effective preparation for the actual third party certification audit. “We recognized the support of the top management, the bureau and service directors, OICs, division chiefs, QMS process owners, and all concerned personnel for their commitment,” she said. “Special thanks to the Management Division of Financial and Management Service (MD-FMS) and the Internal Audit Service (IAS) for their help in the grueling preparations – FMS is the QMS Secretariat and the IAS for their internal quality audit that kept us on our toes,” she added. She also thanked the auditors who conducted the 1st and 2nd stage audits, namely, Mr. Paul Bagatsing, and Capt. Virgilio Aris (Stage 1) and Gilmore Rivera, Mark Andrew Golez, Kevin Cantillon and Leandro Bautista (Stage II). The formal handover of the ISO certificate to DILG-CO will be 30 to 45 calendar days. A ceremonial ISO Certification Awarding is being prepared with the presence of DILG Secretary Ismael ‘Mike’ Sueno, top officials, and DILG-CO employees. The DILG-CO established its Quality Management System (QMS) in compliance to EO 605 directing all government offices to implement QMS that will institutionalize structures, mechanism, and standards in government to ensure quality in systems and processes in government operations. The establishment of QMS or its certification is also mandatory in the grant of the Performance Based Bonus (PBB) of government starting 2014.
